Strategic Tourism Plan
The Strategic Tourism Plan (PET) for Pla de Mallorca lays the foundation for a transformative and sustainable tourism development model. This plan addresses the need for strategic actions at the regional level, identifying and promoting key projects that highlight the area’s value and culture as drivers of the local economy. The PET aims to make Pla de Mallorca a model for responsible tourism that benefits all 14 municipalities in the region, providing new job opportunities and improving local quality of life.
The plan focuses on developing tourism in an environmentally friendly and culturally respectful manner. It involves collaboration among public authorities, private entities, and residents to ensure that everyone’s opinions are considered in new tourism initiatives. By using innovative techniques and digital tools, the PET seeks to improve Pla’s promotion and offer high-quality experiences to visitors. A central goal is to showcase the unique cultural and natural heritage of Pla de Mallorca while making it a competitive destination compared to other tourist spots.
The PET also aims to ensure that tourism benefits everyone in the region, maintains quality of life, and protects local resources. It is aligned with the Destination Tourist Sustainability Plan 2023-2026, the Strategic Tourism Plan for Mallorca, the Sustainable Development Goals (SDGs) of the 2030 Agenda, and global standards for sustainable tourism. Plans for Tourist Sustainability in Destinations
Promoting Sustainability in the Pla de Mallorca
The Plans for Tourist Sustainability in Destinations represent the main commitment of the Spanish tourism administration to responsible and sustainable tourism. Supported by the Recovery, Transformation, and Resilience Plan (PRTR) and aligned with the 2030 Agenda and the Sustainable Development Goals (SDGs), these plans aim to redefine Spanish tourist destinations.
The plan for the Mancomunitat Pla de Mallorca was selected in the extraordinary call of 2021, backed by the EU Next Generation Funds, with a budget of €2,994,037.
The main objective is to transform Pla de Mallorca into a sustainable destination where tourism contributes to balanced rural development, offers new job opportunities, and improves local quality of life.
The PSTD aims to preserve Pla as it is: authentic and traditional. It will promote tourism that showcases the destination naturally and sustainably, maintaining its originality.
The Mancomunitat del Pla de Mallorca is distinguished by preserving the “Mallorcan” identity. Its 14 municipalities share a cultural, landscape, and linguistic identity unique to Mallorca, which provides cohesion to the region. This preserved identity is a strong point for promoting inland tourism, which acts as a driver for employment and the revitalization of the productive economy.
Pla de Mallorca is culture, nature, and agriculture, and the rurality of these territories generates a high level of well-being for visitors.

Tourism Marketing Plan
The Tourism Marketing Plan for Pla de Mallorca aims to transform the perception and positioning of the region, highlighting its authenticity and cultural heritage. This plan, aligned with the Destination Tourism Sustainability Plan 2023-2026 and the Tourism Strategic Plan 2030, is based on a thorough analysis of the tourism ecosystem and the collaboration of key stakeholders to guide its development towards a sustainable future.
The central objective of this plan is to develop a comprehensive strategy for the fourteen municipalities of Pla that strengthens their tourism products. It defines the strategic lines and necessary actions for effective promotion, both online and offline, to increase the competitiveness of Pla and position it as a leading tourist destination in terms of tourism sustainability.
To ensure the success of the Marketing Plan, specific strategies have been established to improve Pla’s visibility in key markets, attract visitors who value its authenticity, and maximize interactions with tourists. The approach focuses on rigorous market analysis and active community participation to optimize marketing based on quantitative and qualitative data.
The development of the plan, with a comprehensive approach, includes a strategic framework that encompasses brand positioning, market strategy, tourism product development, selection of promotion channels, and communication strategy.
Pla de Mallorca is committed to following best practices in sustainable tourism, contributing to a greener and fairer future, and ensuring that tourism benefits both visitors and residents of the region. The DTI Network
The Network of Smart Tourist Destinations (DTI) is a tool for implementing the Smart Tourist Destination model and an initiative of the State Secretariat for Tourism to foster the exchange of experiences and knowledge that contributes to the smart development of tourist destinations.
It also seeks to promote innovation and sustainability in tourist destinations through the incorporation of advanced technology and the efficient management of resources. This network focuses on improving the competitiveness of destinations, ensuring their sustainable development, fostering accessibility, and offering high-quality experiences to visitors.
In December 2023, the Pla de Mallorca Community joined the Network of Smart Tourism Destinations as a full member. This accession represents a significant advancement in their tourism development strategy, with a firm commitment to sustainability and innovation.

Other tourist projects
REVIVE
REVIVE is an Interregional European Union project, which will be carried out from January 2024 to September 2026. It will also be implemented in another 6 European regions of Croatia, Slovenia, Greece, Italy, North Macedonia, and Cyprus.
AETIB, the Agency for Tourism Strategy of the Balearic Islands, and the Mallorca Chamber of Commerce are the main partners of the project, which has the collaboration/support of the Mancomunitat del Pla de Mallorca.
A group of stakeholders from the public, private, and non-profit sectors will be created in the Pla de Mallorca region. This group will meet at least every 6 months to define and monitor the project.
The pilot project will involve training sessions in Pla de Mallorca and immersive experiences for specific private actors defined by the group members, among other activities. Practices may include implementing digital tools for the primary sector, as well as better contact and connection between agriculture and tourism, for example.
SUSTowns
SUSTowns is part of the INTERREG MED program, a European transnational cooperation program for the Mediterranean area, funded by the European Regional Development Fund (ERDF).
The project has supported Pla in various tourism initiatives, a local action plan, a marketing plan, and the design of tourism products.
